The Former President's Progressive Alarm Misses Europe's True Threat: Economic Decline.

Donald Trump's security policy document offers a flawed assessment of the European Union. It claims that open-border policies and what it terms "woke" agendas pose an grave threat to European civilization. Yet, this perspective is based on a serious misinterpretation of the situation. The true challenge confronting the EU is not societal but economic and technological backwardness.

The Stark Economic Divide Separating Europe and the US

Statistics paint a stark contrast. Between 2008 and 2023, US GDP surged by eighty-seven percent, while a paltry 13.5% growth for the European Union. Over this time, European income per person dropped from over three-quarters to just half of the US level. Strikingly, even Mississippi now has a greater average income than several leading EU nations like Italy and France.

Currently, about 50% of the global 50 largest tech companies are American, while only four are from Europe.

The Innovation Shortfall: A Critical Question

The growing disparity is driven by stronger productivity growth in the US, largely due to technological innovation and better use of resources. The scene of global tech dominance is overwhelmingly American. Over the past five decades, hundreds of American startups have grown into enterprises valued at more than $10bn, versus just 14 in the European continent.

This disparity raises a vital question: As the competition for tomorrow's sectors like semiconductors, AI, and fusion energy, what is the EU positioned? Most analysts agree it is largely a contest between two between the United States and China, with Europe entering at a significant handicap.

Root Causes of the Continent's Innovation Gap

A number of key reasons explain this innovation chasm.

  • Venture Capital: The US boasts a far deeper and more dynamic system for funding startups. Europe has yet to establish a genuine unified investment market, which caps the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hamper Europe. A US startup can introduce a product under a single set of laws to access a consumer base of hundreds of millions. The European Union, despite a larger population size, is split among twenty-seven separate regimes, creating significant market obstacles.
  • Mindset Differences: Attitudes toward entrepreneurial failure differ sharply. In parts of Europe, business failure was once viewed with penalties, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has weakened its ability in pioneering research.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, there are causes for hope. Policymakers are growing more conscious of the existential challenge and have started to propose serious reform. Key analyses on EU competitiveness and the single market highlight the need for sweeping changes.

With the right policies and rule changes, Europe's strengths could support much higher levels of commercial innovation.

The continent retains considerable strengths: high-quality human capital, top-tier education systems, and premier research institutions. Coupled with a large internal market and substantial household savings, these elements could unleash a surge of venture creation.

Crucially, even if the EU does not become the leader in developing cutting-edge technologies, it can still significantly boost economic output by adopting and adapting advancements from elsewhere.

An Inflection Point

The European Union now stands at a critical crossroads. As the saying goes, economic erosion often happens "slowly, then all at once". So far, Europe's technological decline has been gradual. But, without decisive action to tackle its structural weaknesses, today's slow erosion could turn into a rapid and permanent loss of world influence.
